Message	a larger OD washer WITH a matching nut, in which case the nut would also have a larger diameter. Increasing the diameter of the Nut-Washer combo, for the same desired head-bolt stretch, could possibly be achieved with a smaller torque, when compared to a stock sized washer. How significant this torque difference may be, well that I don't really know and I think that this is what Ash was getting at.
